1. Finding that shield was mercenary work and not affiliated with the Adventurer's Guild, so it doesn't count.
2. Though he did tame 4 Ultimate species and a demigod, ranks are awarded through a meritocracy and not a power dynamic.
3. Rebuilding the city is something all adventurers are doing as part of their dues.
So what is left is taking down a corrupt lord and an A ranked demon, which were the reasons he skipped ahead two levels for two accomplishments.

In reality, it is best to think of the quests as a means to gain EXP and ranks as a means to celebrate certain milestones achieved. Your average F ranked quests gain little EXP so that adventurers can gain a lot of experience scouting and honing their skills at low risk, but special quests like beating Tania gains you a major boost to EXP. We can also deduce that Rein wasn't aiming for high EXP missions on average, that exposing a noble would be around a B class quest, and defeating an A-ranked demon is equal to an A class quest. Doing the math (using video game logic), that would mean that the B quest gained him enough EXP to skirt him just over the D rank milestone, and the A class quest then skirted him at least half ways between C and B.

That said, I would also consider looking at the townsfolk and how easily the noble was able to sway his influence... Horizon probably doesn't have many C ranked adventurers to begin with, and probably no B+ adventurers at all, meaning that promoting him any higher might actually chase their beloved hero away.

I am still wondering if the first hero, or the last one, was a beast tamer in and of itself... I mean, that would give the hero great power doing what Rein did and even explain why they gave the shield to the fairies to take care of.

Honestly i rather rewatch shield hero than watch this anime.

Let other people have opinions man, it doesn't affect you if they like a series more than you do. Some people just want simple stories while others want complicated ones some want fanservice some don't etc etc. Everyone has their own likes and dislikes, if they didn't we'd all just be carbon copies or hive minds or some crap and who wants that? That'd be boring as hell, so don't just disrespect someone's opinion like that. If you don't like it just move on... (also if you think there's better shows you could totally recommend them to people cause then you'd at least be spreading more positivity then)

It was nice watch.. had high hopes though.. few things seemed odd,
Imo firstly and most importantly as the name suggested beast tamer he did not tamed any beasts like the tiger in the first episode or later on..
He was taming spirits (ultimate species) and animals (or rather using hypnosis on animals as temp contract for control). So I think spirit tamer or something like that would have suited better for the title..
Secondly, there were few cheesy lines which seemed out of place..
And finally, tamed ultimate species (five of them) defeated King lizards, defeated a group of bandits more than a hundred count, defeated high class demon and so on but no medal of honour/ title or recognition given by the kingdom..

Ok, Honest Review Time! Very good show. Certainly better than 70% of the anime's I've seen. The story of the season was pretty good, and the characters worked well enough for a first season. Gotta say though, Rein was a touch bland for my taste. I now refer back to my scale I used to rank Vermeil in Gold:

That happened in that time I got reincarnated as a slime. Demon Lord Leon Cromwell was a hero but fell from grace.
